Community Infrastructure Levy (CIL) expenditure
The Community Infrastructure Levy (CIL) is a planning charge, introduced by the Planning Act 2008 as a tool for local authorities in England and Wales to help deliver infrastructure to support the development of their area. It came into force on 6 April 2010 through the Community Infrastructure Levy Regulations 2010. It is collected by South Gloucestershire Council.
A proportion of this is handed by South Glos Council to the Town Council each year. CIL funds can be spent on:
- The provision, improvement, replacement, operation or maintenance of infrastructure; or
 - Anything else that is concerned with addressing the demands that development places on it.
 - This can include the development of a Neighbourhood Plan.
 
Thornbury Town Council are obliged to:
- Spend all CIL funds within 5 years of receipt or return them to SGC when requested to do so.
 - Complete the annual report provided by SGC on CIL receipts, spending, unspent, etc. during the financial year and return to SGC.
 - Publish the details of the report on our website and within the Parish.
 - Parish & Town Councils are expected to work with South Glos. Council and neighbouring Parishes to agree spending priorities.
